The phone as a "host" seeing the Kindle as USB storage is a matter of the phone being a suitable Android, a file manager app on it and a OTG to USB-A socket for the Kindle data/power cable.

Having the Kindle see a USB stick is a world of pain. The phone is worse as Android is MTP, not USB Storage.

And forget about Apple's iOS, though not totally impossible.

Some Kindles don't even have the HW for OTG mode. The PW3 obviously does as it recognises a generic USB audio stick on an OTG adaptor. But without jail Break and serious customising, it won't use a USB keyboard or USB storage.
