Yes, it is. In the past with mono screens a replacement screen would often look poor. The "vcom" value is so you get all 14 greys, white and black. It should be adjusted for best contrast and brightness range, never simply copied from elsewhere.
Historically it was not a user setting, so replacing a broken screen was risky given the cost of a new ereader vs high cost of eink screens.
