I think the problem for amazon in Europe is more due to your last argument and surely that I don't think that any Mobile Operator will sign a contract like in the US. When I see french mobile operator and how they try to make money from everything, they will never allow something like Amazon to use their network "for free"
Maybe I'm wrong... We will see...
