I think you are too in the weeds to understand what he means by total dark mode.

Currently, on Kobo, dark mode give you inverted colors on a book page. But if you pull up settings, a dictionary entry, go to the Home screen, etc, the black and white are not inverted.

On Kindle, all screens, all menus, the black and white are reversed. BUT images and book covers are not.
