Black flies bite off a chunk of skin right down to the derma which leaves a tiny hole. Since you thorougly cover your skin to evade those flies in the first place, during hot weather, sweat produced causes a burning sensation to the skin.
In Quebec we call them "Brulots" from bruler (there should be a little hat accent on the "u", no accents on the EEEPC), roughly translated to "burners".
