I realize this is a very old post, but I thought I might be able to offer something. I had this exact same problem with my Blackberry Curve and it seems to differ whether they think this falls under the warranty. I tried endlessly to get T-mobile to fix it, but they vehemently claimed that dust under the screen was not their fault. I finally took it back to Car Toys where I had to pull some teeth to get it exchanged.
But it hasn't been a problem whatsoever on my new phone, which leads me to believe it was a faulty seal. No idea if the same applies to the PRS-700s, but there's at least some hope that this isn't just a flawed design.
