Yes, this is the place to report issues with FanFicFare plugin.
However, I don't think this is something in FFF's code. The errors you are seeing, and the fact they are intermittent, suggests to me that you have some more fundamental issue. (I did download that list of stories myself without errors.)
Memory errors, or running out of memory and/or disk space maybe?
I would also mention using 64bit Calibre vs 32bit Calibre due to this line in your output that I don't see in mine:

calibre, version 7.5.1 (win32, embedded-python: True)
But 32bit Calibre went away in version 6.
I would suggest:
- Check your disk usage and memory usage. Clear some space and close some programs if you are full or nearly full.
- Download and run a memory tester program--especially if you are seeing random errors in other programs, too.
- Re-download and re-install Calibre and FanFicFare.
