When I looked at the regional formats, under short time, the clock showed 12:11 PM (standard format for English Canada). Not sure where the viewer is getting the 00 instead of 12. I may play with it tomorrow afternoon.
If the Windows setting is "h.mm.tt" you get to see the AM/PM, I'll let you wait up to midnight to see what you get then
