On Windows 10, the viewer Clock appears to use the format set by the Short date setting in Control panel->Region, if that is set to HH.mm (i.e. a 24 hour format) there is no pm or am… by definition.

And, as Quoth says… there is no 0.10pm, that's a Godot time
