{identifiers} is the destination in Calibre. It can only have 1 of any single type. It does not modify the book (directly).

So if your Library has no ISBN for that book, it gains one.
If it does, it will replace. You can configure it to Prompt before a change.

My personal opinion is to only run many plugins against books that NEED the data.

BTW The Quality Check Plugin has a metadata ISBN check that finds malformed (fails check digit) ISBN
