My favorite memory of a driver that shouldn't have been on the road in snow:
I was driving to work in the morning during very light snow flurries - no accumulation and zero effect on visibility - and was behind a woman driving a Land Rover at 25 mph in a 45 mph zone. I actually felt sorry for them.
