Actually Amazon doesn't automatically update library of customers either. By default only new customers get a newer version. It's an extra interaction with Amazon and the publisher has to persuade them to do it (like convincing them only fixed broken stuff and it was very broken).

Smashwords lets customers download any/all versions from a list of any changes since they bought the ebook.
