Hmmm, setting the author_sort_copy_method to 'copy' works for me, i.e. "Fred Bloggs" will be in the Tag browser 'F's.

Have a look in Manage Authors (right click an Author name in the Tab browser or Book details), you may have to use the "Recalculate all author sort values" button.
