I don't think he meant the war was splendid. The war was horrible. The actions of Churchill, FDR, and all the British people who carried on were splendid. All of the fighting forces of the Allies were splendid. The intelligence of those working at Bletchley Park was splendid.
I hadn't realized just how much of "normal life", especially for those with money, carried on.
