How exactly would you expect Kobo to take non-commercial works into account? (other than making it easy to sideload content.) It's not exactly Kobo's (or any e-reader's) fault that fanfic sites don't export their material to epub. That would be an easy thing to include, but the hosting sites are attached to page views for that sweet ad revenue, so.....
Have you ever tried using the Calibre Fanfic add-on, Fanficfare? I've had *really* good results with it.
