It is very questionable whether it even applies - the valid GPL version is 3

Propagation includes copying, distribution (with or without modification), making available to the public, and in some countries other activities as well.

The changes only run on computers and are not available anywhere else.
This restriction does not exist in GPL 2 (Linux Kernel), but this version has not been valid for more than 16 years
