That's not the problem. You get that message if either the bezel isn't fitted at all or not aligned properly on the IR touch. Because when you don't touch all the photo transistors will pick up IR. If it was working properly and some or many photo transistors don't get a signal and you are not touching it, the likelihood is water. Spots/drops of water would look like multiple touches which isn't supported.
Obviously if the bezel isn't assembled you can't change any settings anyway.
