Can someone confirm this procedure is enough to prevent auto-updates from Amazon? I noticed some people mention "KUAL Helper" too, is that necessary to install?

This should be enough. As for how to verify that it worked, you can put the hotfix file into your kindles mass storage root and then try to do update your kindle from the settings, it shouldn't work.
