Considering that Thorne Smith passed away on June 20, 1934, the text is the books is in the public domain. Some of the illustrations in his books are not in the PD.

Looking at Kobo Canada, there are 13 versions of Topper available. Multiple editions are $0.99 Cdn or less plus multiple versions in Kobo Plus (this includes the Open Road edition) and one version under the original name of The Jovial Ghosts.

I still have the original paperback versions of most of his books which I picked up at multiple secondhand stores more years back than I care to remember.
