As of v4.20, FFF's Browser Cache feature does not work with the FanFictionDownloader program anymore.
You could use WebToEpub,
open_pages_in_browser, or even downgrade to an
earlier version of FFF. See:

I'm not certain what "Forbidden URL" means in this case. It would depend where and when exactly you saw it, but I would speculate if FFF reported it, that the path to browser cache wasn't the same, or wasn't there yet.
