It's simply a config option in a user accessible text file (use Notepad++ in Window, not notepad, Linux & Mac OK).

After [ApplicationPreferences]
SideloadedMode=true

(Make sure not already there with false)

Connect your Kobo eReader to your computer
Navigate to KoboeReader/.kobo/Kobo and open the file "Kobo eReader.conf"
Place your option under the relevant heading e.g [ApplicationPreferences]. If it does not exist then create it
Save the file then eject your Kobo eReader

Note on Mac & Linux you have to enable "view hidden files".
