I've never had any app completely refuse to open before regardless of internet status (obviously sone functions wouldn't be expected to work without Internet)

I could see the Libby App having very little functionality without an internet connection. My first thought was that it MUST have an internet connection to connect to libraries; I forgot that you can read with it.
Even when reading, it may just download small portions of what you are reading.
