The Cinder Spires one was part of the next novel but was cut, almost certainly at the publisher's direction. Rather than deleting it and it never getting published or waiting years for him to have enough of these ready to publish an anthology, he published it separately and independently.

This isn't a new thing either. He's published Dresden stuff in other locations many times (link). Digital magazines, non-related anthologies, etc., not all of which are available at all normal distribution points. It seems like you're bent out of shape more about this one being Amazon exclusive specifically, not about exclusive to one source in general.

Besides, I would be surprised if they don't show up in an anthology later on (he's done that with most of the Dresden short stories) but then you'd have to read the stories out of chronological order. Which isn't a big deal for most people since they don't push the overall story lines much. But, I appreciate that when he had a way to get them to us earlier in some form, he did it. Even though its not my normal preference.
