I just tried a fresh portable install (flash drive).
Copied a small library to the calibre portable folder
Created a shortcut on the desktop to calibre-portable.exe
clicked that, up it came.
I then switched to the Library I copied
Exited
Clicked the desktop icon
Presto, that Library showed just fine.

W10 x64 22H2

Recreate the shortcut is my only idea
