I was interested to see that Amazon is willing to take either a Fire or a Kindle as a trade-in on a new Fire. That's a change. It used to be a Fire for a Fire, a Kindle for a Kindle. I don't know if the reverse, i.e., a Fire for a Kindle, would work as well.
ETA: In taking another look, I see that any Amazon device qualifies as a trade-in for the discount, even a Fire TV stick.

The trade-in discount and credit should be immediate; I traded in a 10-inch tablet for an 11-inch tablet last month and the discounts were applied immediately. I had about a month to send in the old tablet, so I had plenty of time to transfer files and reload apps. After I sent in the old tablet, I did get an approval for the amount.
In any case, you can just start the trade-in and add the new item to your cart, and if you don't see the trade-in discount applied, you can simply cancel the whole shebang.
