Is C:\Program Files\Calibre2\ in the file path? If you are unable to run the program from a CLI by entering calibre-debug but it will run if you enter "C:\Program Files\Calibre2\calibre-debug.exe", you need to set the path variable to include C:\Program Files\Calibre2\.

If you cd to C:\Program Files\Calibre2 and you are able to run calibre-debug without adding .\ (i.e. .\calibre-debug.exe), your PowerShell is oddly setup.
