I just came across this issue today, I have Marvin3 installed on 2 iPhones (Xs, Xr), both have various in-app purchases. Both worked perfectly fine. The Xr had "Offload Apps" enabled (stupid me), and Marvin3 was removed since I read books on the other phone most of time. Now I couldn't get it back to Xr, it does not exist in the AppStore, neither in purchase history...
