We have very little control of the timing of refreshes on suspend/resume on Kindle, so it's the best it's ever going to be
. (Without being overly heavy-handed and triggering delayed extra refreshes, which are effectively more annoying).
(But, yes, you're not imagining things, and the subtleties you noticed make sense).
