I believe with the newest ADE, if you have a working internet connection and the Adobe servers are reachable while you de-authorize the device it does free up an authorization. However, even if that doesn't work (no internet, server broken, other issues, whatever) it will still say the deauthorization was successful, but then you don't have any way anymore to actually remove the authorization on the server.
