That's pretty standard in retail, except non-warehouse stores keep the stuff on the regular shelf space as well. The idea is to put the sale items where more traffic will see it, so more of it will be sold. That means endcaps (the ends of the row next to the main aisles) and also in-aisle displays if stores do that. Walmart does that with their main aisles, which they call "action alley". My Costco sort of does it with some displays near the registers of OTC meds, but they've made that space by shortening the lengths of the regular shelving by the pharmacy.

Mine did that when the laws changed to allow them to sell wine & liquor, so did Sam's Club. Neither has changed the layout since and it's been several years now, probably close to a decade. Once you're used to the new layout, you shouldn't have to worry about it changing again.
