It's a special fixed layout KFX and you can usually only convert PDFs to fixed layout AZW.
Also you are giving Amazon a copy. Some suppliers of ARCs won't allow that.
Either convert the PDF in Word or LO Writer to docx (not simple) and convert to epub or else just put the PDF on the Kobo.
