Because you need some sort of standard to determine what a "billionaire" is, as far as wealth is concerned. If you don't set a standard, then many people in Venezuela could claim to be "billionaires", as they have that many bolivars.

Also, like it or not, the US dollar is pretty much the de facto standard for currency in the world. If you were buying drugs in southeast Asia to transport to Europe and sell, you still used US dollars.
