That's what the setting
open_pages_in_browser:true does. It opens each page not already found in your cache in your default browser to try and get it in the cache. The alternative is to open each page yourself in the browser.
Still getting a "Page not found or expired in Browser Cache" error suggests that you may still not have
browser_cache_path pointed at the correct cache directory.
Or some other random problem. It doesn't work 100% of the time.
Honestly, I don't really recommend FanFicFare for fanfiction.net for new users anymore. As you are finding, it has to be setup precisely and even then is rather inconvenient to use.
You might consider something like
WebToEpub or
fanfictiondownloader.net instead.
