If you mean have FFF automatically save each chapter in a story as an individual book when downloading, no.
You can use EpubSplit (see link in my sig) to very easily split individual chapters into separate books after the fact.
You can put a chapter range after the story URL when you download it to limit which chapters are downloaded, example:
https://www.fanfiction.net/s/11111/1/Title[5-8]
Search also
ignore_chapter_url_list and
first_chapter /
last_chapter.

That might actually be possible now. There have been some changes since the last time I looked at that idea.
But it would
only be applicable to
custom_columns_settings and
generate_cover_settings. Everything else would still be controlled per-story.
