Those dots are not on the surface of a glass. It is something with e-ink display itself.

That is because yours are small enough for you not to notice them while reading and your Voyage has got only two of them.

I found an article titled "Just How Much Better Is Amazon’s Kindle Voyage Screen?" It contains some close-up photos of the display. Similar dots are clearly distinguishable although they are not as bold.
