I had not installed Portable but have now, in order to continue using Calibre for daily newspaper download.
I would agree with @theducks, you have less than 100MB of free space on your C: drive and the install temp files need 152MB.

You may want to run Disk Cleanup to see if it frees enough space. Depending on which web browser you are using, you may also try cleaning up the cache to free up some space. A quick check would be to delete the contents of C:\Windows\Temp (the system temp directory) and C:\Users\<username>\AppData\Local\Temp (the user temp directory).

To save issues in the future, change the Temp/Tmp directory locations. First create 2 directories on your D: drive. Call one of them SystemTmp and the other UserTmp. Type env into the search box and then click on the Environmental Variables button. Change the TEMP and TMP entries in the User variables box to D:\UserTmp and the TEMP and TMP variables in the System variables box to D:\SystemTmp. Click on OK and then restart your system.
