In case it helps, my tag fields has other info besides genres, so I created a composite column that filter the genres. This way I don't need to do anything manually.

Did you noticed that I added the option you asked for? An 'All' year option on the 'Edit reading goal' dialog? It will list all your books in the database (with reareads defaulting to the last entry).
