In addition, If you are editing an xhtml page, it will show up in Preview like normal. Then open a tab with its css, you can edit the css and watch its impact on the xhtml that is shown in Preview.

And, anyone can just use Sigil's "open with" to open a separate editor and window with the CSS and then use CodeView at the same time to edit the xhtml, while observing changes in Preview.

Ditto for editing two xhtml files at the same time.

I really can not see any advantage to what you are suggesting that can not be done with Sigil right now. You just have to use the existing features of Sigil. Certainly nit worth a major overhaul or redesign.
