Windows 3.1x was stiil in use at least in 2016 commercially. (Not just Windows Embedded).
Windows 7 (Really NT 5.4 or 6.0 or something) 2009
People in the real world often don't upgrade if stuff seems to be working. Plenty of cars are older than 2009 and subject to greater wear and tear. I knew at least one person still using Win98 and a Kindle PW2 in 2021. He didn't figure out home WiFi for a long time so registered it and downloaded books in a local chain store.
You can't make people update or upgrade.
