People in the real world often don't upgrade if stuff seems to be working. Plenty of cars are older than 2009 and subject to greater wear and tear. I knew at least one person still using Win98 and a Kindle PW2 in 2021. He didn't figure out home WiFi for a long time so registered it and downloaded books in a local chain store.

You can't make people update or upgrade.
You can when something they want to run won't run and there's no other way to get it to run.
