In your specific epub (not Sigil's or device/app default) you can edit your epub's css sheet. The filename can be different but if it is one created by Sigil's TOC generator it will be called 'sgc-toc.css'. You can add your patch to that specific epub by editing it there. You can then save that file to your Sigil preferences folder and Sigil will automatically use it (with your included patch) every time it makes a new ToC.
