Windows definitely makes all this information available to at least some applications, but I don't know if it is restricted to apps running with specific privileges.

Even without serial numbers, different monitors can be identified by the unique ID assigned at the time they were first connected, looking something like:

I have 3 identical monitors, and the last group (UID###) is unique for each.
