Don't buy from eBay. Too many Kindles sold there have been blacklisted and that would make them useless to what you want.
In order to download your purchased Kindle eBooks via your web browser, you need to have a K3 or later Kindle. K3 is also knows as Kindle Keyboard. It's the oldest Kindle that supports KF8.
