I don't understand how your device can know about a book without having it downloaded, as I've never seen a book in such a state. It's either on the device, or I've deleted it, and then it's not on the device anymore.

Sheesh. The sync process will sync your new title to your ereader but it will not necessarily download the file at that time—I vaguely remember a limit of 5 automatic downloads. If I finish a book and remove it from my ereader, it still shows in my books unless I select the 2nd option (Remove from my books). So the title shows but the with Download and a fat arrow pointing down. See the attached images.
