Personal documents sync annotations and reading position (well, not PDFs). And you can export them with Kindle app for iOS or Android.

Scribe is a special case at present: you can export personal documents in their entirety from Scribe (to PDF) and export notes, highlights and scribbles (also to PDF). And (for reflow able) documents, you can also use the Kindle apps to export text notes and highlights (but without scribbles), to one of the formats they provide.
