It's the council, we know from experience that they're not very efficient.

No worries about the new owner. His whole business is buying up buildings (including old ones like ours), renovating them and then either selling them on or renting them out. He's a big player in our city. And he probably won't be selling this building, since he wants his daughter to start her own business (pastry shop I think) downstairs.

He's a very nice guy, but I think once you cross him you're in deep doo doo. I don't think he's even going to deal with it himself, he'll put his lawyers on it and he'll make sure the restaurants will behave or it will cost them. Especially if I let him know about the current problems.
