I get chapter and location.
There are 3 or 4 methods.
I use Kobo Utilities on Calibre and copy/paste the bookmarks/highlights/annotations.

You can also edit the Kobo conf file so a long press on any title also has the Export bookmarks/highlights/annotations as a text file. But I only tested that a couple of years ago. I think you did this and I have no idea why it's not got chapter and location.

I've not used the Annotations Plug-in on Calibre for years.

The Kobo Utilities on Calibre is the most convenient and "bookmarks/highlights/annotations" is one of the reasons I'd never go back to Kindle.
