Only true for a portable device and why I only use the front-light if there is a power cut at night or I'm somewhere too gloomy.
A desktop monitor unlike a portable reading device is used in a fixed environment which can be controlled. Ideally the daylight should be controlled with a blind or curtain and the desk at right angles to the window.
A 23″ screen is absolutely not a portable device.
