I assume you mean the Category editor (Tags) dialogue that is accessed from the Manage categories->Tags menu action:

Deletes and changes aren't committed until OK is pressed. So, it ought be possible to pop an abbreviated list of 'books' that use a Tag, Series, Publisher, Author, etc prior to deleting, or changing it. Just a matter of someone wanting to do it.

FWIW I agree… it's frustrating at times.
