As I reported in post #13, entering the URL Cactus Chef provided takes me to a page where I can change the country. I finally tried changing it, and saved it, and returned to the Payment Information tab. To change it back, I tried clicking the three dots again, and this time the little Edit popup appeared! And when I had changed the country back, and again returned to the Payment Information tab, clicking the three dots still resulted in the Edit popup appearing. After I signed out and signed back in, it continued to work, so I guess that's fixed.
The space below Billing Address is not completely blank anymore, either, but the only information it shows is the country. That'll do for now.
I wonder why they changed the Payment Information tab. With the old version (see image, post #13) you had everything at a glance, you could see and edit more information, and editing required fewer clicks. Oh, well.
