The main error in the log is this: E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER
This means that the ACSM file you are using is already linked to / fulfilled by a different user account.
You probably have different AdobeIDs in the plugin and in ADE, and when you fulfilled it with ADE it got linked to that identity; so you'd need to get a new ACSM to test this again. Unfortunately, in this state it's not (easily) possible to figure out what caused the first download to fail.
